Senator Leman offered Amendment No. 1 : Page 1, lines 7 - 9: Delete "When a registrant issues final drawings, specifications, surveys, plats, plates, reports, or similar documents, the registrant shall sign the documents and stamp the documents with the seal." Insert "When final drawings, specifications, surveys, plats, plates, reports, or similar documents are issued, the responsible registrant shall sign and stamp the documents with the seal unless the documents were prepared under an exemption under AS 08.48.331." Senator Leman moved for the adoption of Amendment No. 1. Objections were heard. The question being: "Shall Amendment No. 1 be adopted?" Ellis changed from "Nay" to "Yea". Sharp changed from "Nay" to "Yea". and so, Amendment No. 1 failed. Senator Leman offered Amendment No. 2 : Page 3, line 28, following "apply to": Insert "(A)" Page 3, line 29, following "occupancy": Insert "; (B) the design of high voltage electrical systems with capacities greater than 35 kilovolts; or (C) situations where the following require that a professional engineer, or a corporation authorized under this chapter to offer engineering services, perform the engineering involved: (i) state regulations other than regulations adopted under this chapter; (ii) municipal ordinances; (iii) municipal building officials; or (iv) construction or safety codes adopted by a governmental agency; 1995-05-08 Senate Journal Page 1654 HB 46 (11) situations or persons granted exemptions by regulation adopted by the board; the board may not adopt exemptions under this paragraph if the health, safety, or welfare of the public is substantially involved" Senator Leman moved for the adoption of Amendment No. 2. Senator Leman offered Amendment No. 3 : Page 2, line 15: Add new Section 3; renumber accordingly. Sec. 3. AS 08.48.321 is amended to read: Sec. 08.48.321. EVIDENCE OF PRACTICE. A person practices or offers to practice architecture, engineering, or land surveying who (1) practices a branch of the profession of architecture, engineering, or land surveying as defined in AS 08.48.341; 1995-05-08 Senate Journal Page 1655 HB 46 (2) by verbal claim, sign, advertisement, letterhead, card, or other means represents to be an architect, engineer, or land surveyor, or through the use of some other title implies that the person is an architect, engineer, or land surveyor; or (3) holds out as able to perform or who does perform an architectural, engineering, or land surveying service recognized by the professions covered by this chapter, and specified in regulations of the board, as architectural, engineering, or land surveying. Senator Leman moved for the adoption of Amendment No. 3. Senator Duncan objected. The question being: "Shall Amendment No. 3 be adopted?" Senator Halford moved and asked unanimous consent that the bill be advanced to third reading and placed on final passage. Senator Leman objected. The question being: "Shall the bill be advanced to third reading?"
